

On October 11, 2022, the Partners of the PARA-LIMITS participated in a transnational blended meeting in Bucharest, Romania, to discuss the progresses of the previous phases of the project and to plan the following ones (https://paralimits.eu). The Para-Limits project is co-funded by the European Erasmus+ Sport programme and focuses on high-level athletes, Paralympians included, who seek to break down barriers and cultivate their talent with no limits.

The Europe-wide Para-limits strategic partnership encompassing universities, sports bodies, innovative organization, and EAS, the European Dual Career network, intends to achieve greater social inclusion through sport and higher education, by enabling high-level athletes to achieve their sporting and educational careers, regardless of their disability. In administering a 84-item questionnaire to 160 student-athletes, equally representing student-athletes with and without disability, Para-limits uncovered the differences of dual career barriers between these groups. To achieve an effective integration of paralympic student-athletes at university level, Para-Limits intends to propose a series of recommendations to try overcoming these barriers and to foresee low-cost dual career solutions to be adopted in different Member States, thus contributing to the European policies on social inclusion of high-performance athletes with disabilities. Furthermore, the Para-limits platform is expected to be available in the first months of 2023.

On September 28-30, the Univesidad Catolica San Antonio de Murcia (UCAM) hosted the 2022 EAS Annual Conference “A Holistic Approach to the Dual Career of the Student Athlete”. In being at the forefront of European Dual Career, UCAM participates in several ERASMUS+ Sport Partnerships, promoted a special issue in its scientific journal Cultura, Ciencia y Deporte, and is the University with the highest number of student-athletes winning medals at the Tokyo Olympic and Paralympic Games in 2021. At the Roman Theatre Museum of Cartagena, the Dean of the Faculty of Sport at UCAM Ms. Lourdes Meroño García, the President of EAS Ms. Laura Capranica, the President of the Organising Committee at UCAM Mr. Juan Alfonso García Roca, and the Delegate Councillor of Tourism of the Cartagena City Council Ms. Cristina Pérez Carrasco welcomed the participants.
Ms. Floor van Houdt (Head of Unit for Sport, DG Education, Youth, Sport and Culture) and Mr. David Kunst (Policy Officer for Evidence & Analysis, DG Employment, Social Affairs and Inclusion) presented online the opportunities for sports and employment at the European Commission, whereas Ms. Francine Hetherington Raveney (Deputy Executive Secretary of the EPAS) reported on the actions in the field of sports at the Council of Europe.

Dual career perspectives of the European Sports Organizations were offered by Mr. Andrej Pišl – Communications and Projects Manager at the European University Sports Association (EUSA); Mr. Philippe Housiaux – President of the European Fair Play Movement (EFPM); Ms. Teodora Pletosu – EU Affairs and Public Projects Specialist at Union of European Football Associations (UEFA). The dual career viewpoints of International Sports Organizations were provided by Mr. Kole Gjeloshaj – Director of Institutional and Educational Affairs at International School Sport Federation (ISF); Mr. Bill Thomson – Education Committee Member at International University Sports Federation (FISU) and Mr. Joerg Foerster – Chair Shareholder Committee Rhine-Ruhr 2025 FISU Games gGmbH; and Mr. David Cabello – Executive Board Member of the Badminton World Federation (BWF).

The EAS Conference was also the occasion for the signing of an important Memorandum of Understanding between the ISF and EAS on common dual career interests and close cooperation between the two organisations.
During the first session on dual career best practices and research, the 2022 Bengt Nybelius Scholarship has been awarded to Dr. Andrea Fusco from the University of Cassino and Lazio Meridionale, who presented research findings on dual career relocating elite coaches.
At the end of the first day, the participants contributed to the first workshop of the ERASMUS+Sport BRAnd Values Alignment through Dual Career (BRAVA-DC, 622824-EPP-1-2020-1-IE-SPO-SCP), which required to grade the importance and feasibility of 50 statements on the enhancement of the European workplace environment so the circumstances and challenges of dual career employee-sportspersons can more effectively be accommodated. 
On the second day, the event was organized at the UCAM Cartagena Campus and was opened by Mr. Alejandro Leiva Arcas – Secretary of the Faculty of Sport, who reported the strategies and experiences for the promotion of Dual Career of student-athletes. Then, Mr. Sergio López Andújar (General Secretary of the Spanish Futsal Players Association, AJFS) moderated a round table with UCAM dual career athletes (Mr. Agassi Goantara – Indonesian International Basket Player), paralympic athletes (Mr. Gerard Descarrega – Paralympic 400m Gold Medalist; and Mr. Guillermo Rojo – International Athlete and Guide of Mr. Gerard Descarrega), and coaches (Antonio Peñalver – University Professor, International Athletics Coach, Decathlon Silver Olympic Medalist; and Mr. Rafael Alcaraz – International Taekwondo Coach of Olympic and Paralympic athletes).
A second workshop of the BRAVA-DC project was organized to allow the participants to group the 50 statements into categories in terms of meanings according to their individual logic. The expertise and knowledge of the participants in the first and second BRAVA-DC workshops have been considered very valuable in assisting during the development of European guidelines which support Dual Career in the workplace and facilitate appropriate brand alignment strategies and Corporate Social Responsibility policies.

During the annual General Assembly, Mr. Ole Keldorf, Secretary General, summarized the main activities and achievements of the organisation, as well as the financial results. Despite the 2019-2022 quadrennium presented several unexpected challenges, EAS managed to increase its activities organizing online cafès on different dual career aspects of the sportspersons, contributed to the finalization and progression of European ERASMUS+ Sport Partnerships, co-authored several scientific publications, and participated in European cultural and sports events. The delegates also elected the Board for the new 4-year mandate, confirming Ms. Laura Capranica (Italy) in the position of the President, and Ms. Mojca Doupona (Slovenia), Mr. Ole Keldorf (Denmark), Mr. Ilvis Abelkalns (Latvia), Mr. Antonio Sanchez-Pato (Spain), Ms. Laurence BONDEL (France), Mr. Antonio FIGUEIREDO (Portugal) as Members of the Executive Board, which is complemented by the permanent positions of Mr. Risto Keskitalo (Finland) and Mr. Tibor Kozsla (Hungary) as Founder and Honorary President, respectively.
The third day of the event took place in the Roman Theatre Museum of Cartagena and encompassed the second session dedicated to dual career best practices and research, and to Erasmus+Sport projects (e.g., SPRINGBOARD, Athlete Counsellors Against Match Fixing, ELCAMP, Para-limits).
Participants had plenty opportunities to interact and to exchange ideas for future dual career projects and collaborations during the conference breaks, lunches, dinners, the tour to the Roman Theater, and the Tourist Boat trip. The large delegation of Finnish Rectors and the Brazilian participants substantiated the EAS Conference as a crucial event to further develop a European dual career discourse in and beyond Europe.

On behalf of the EAS Board, President Capranica thanked the Organizing Committee and the UCAM staff for their amazing work in organizing such a grand final of the 2019-2022 quadrennium. The 2023-2026 quadrennium is already on the move, with the EAS Members looking forward to the 2023 and 2024 EAS Conferences to be held in Gaeta, Italy, and in Katowice, Poland, respectively.



From July 15 to 31, the 2022 European University Sports Association (EUSA) Games celebrates athletes as university students at the Lodz Technology University (Lodz, Poland). Around 6000 participants (e.g., athletes, referees, sports managers, and volunteers) from 40 countries engage in 20 sports (3×3 basketball, badminton, basketball, beach handball, beach volleyball, chess, football, futsal, handball, judo, karate, kickboxing, para table tennis, sport climbing, swimming, table tennis, taekwondo, tennis, volleyball, and water polo) and educational sessions, making this dual career experience really unique.
In particular, on July 19 a round table on Dual Career was held at the Zatoka Sportu venue. The President of EAS, Laura Capranica, opened the event by summarizing the development, the challenges and the opportunities of the European dual career during the 10 years following the publication of the EU Guidelines on Dual Careers of Athletes (https://ec.europa.eu/assets/eac/sport/library/documents/dual-career-guidelines-final_en.pdf). Furthermore, the good practices, the outcomes and the progresses of the ERASMUS+ projects have been presented as opportunities for further advancement of a European dual career. Finally, the new frontiers of dual career have been illustrated by presenting the ongoing ERASMUS+ projects focusing on the employee-sportspersons (BRAVA-DC, https://www.bravadualcareer.eu/about), the paralympic athletes (Para-limits, https://paralimits.eu), and the entrepreneurship skills (ELCAMP https://paralimits.eu) and the competences on sport innovation (COMPATH) of athletes.
The representative of the Polish Olympic Committee, Ms Luiza Zlotkowska, not only shared the difficulties she encountered at the end of her sport career as an Olympic speed skating athlete, but also the information on dual career challenges reported by 100 Polish Olympic athletes answering a survey on their experience in combining sport and education. Then, she presented the recent engagement of the Polish Olympic Committee in dual career projects, also in cooperation with other European Olympic Committees.
Mr Andreas Czonka, representative of the Swiss University Sports, reported on the aims, approach and operations of dual career in Switzerland, which considers all atypical talented students (i.e., athletes, musicians, actors, and performers), and intends to align private and public players via the Athlete Hub, to improve the dual career coordinator role at the educational institutions and sport bodies, and to promote corporate leaders with a sport background.
As the representative of the International School Sport Federation (ISF) and the Chair of the EPAS Bureau of the Council of Europe, Mr Kole Gjeloshaj illustrated the relevant educational role of sport as an extracurricular activity organized at secondary school level. In being also included in the revised European Sports Charter, dual career should be considered in context of sustainable development and should be extended to all youth sportspersons to prevent early specialization in sport. To note, the ISF Gymnasiade is the only multisport event addressed to school sport athletes regardless of their physical and mental abilities, and being characterized by a balanced sport and educational programme (https://www.isfsports.org).
Mr Andrej Pisl, EUSA Project and Communications manager, underlined that Universities Games represent the proof of dual career being embodied in the educational life of the athletes participating in these competitions. In this respect, he presented several events and projects in which the EUSA Institute has played a role, such as the development of the educational programme for parents of dual career athletes (EMPATIA, https://edu.empatiasport.eu/eng/). At present, EUSA in a partner of the ERASMUS+ “Micro Learning Entrepreneurship for Athletes (MLEA)”, “Brand Value Alignment through Dual Career (BRAVA-DC)” and PRODUCE.
Mr Joerg Foerster, EUSA Executive Committee member and former EAS Secretary, participated in the final panel discussion. The speakers discussed dual career issues, best practices and future initiatives at university, sports, and work levels. In particular, it was highlighted that dual career is relevant to empower sportspersons and to foster their employability.

On July 4-5, 2022, the kick-off meeting of the 36-month Erasmus+ project Promoting Employability of Young Student-Athletes through ‘‘Competence Hub on Sport Innovation’’ (COMPATH) was organized in Oslo (Norway) in a blended (face-to-face and online) modality.
The COMPATH Team encompasses 10 Partners from 8 countries: COLLECTIVE INNOVATION AS (NO, Coordinator), FUNDACION UNIVERSITARIA SAN ANTONIO – UCAM (ES), NYSA SWEDEN AB (SE), LOUGHBOROUGH UNIVERSITY (UK), SPORTSKO UCILISTE PESG (HR), MOBILE ADVENTURE SPOLKA Z OGRANICZONA ODPOWIEDZIALNOSCIA (PL), SPORTSKO UCILISTE PESG (HR), MOBILE ADVENTURE SPOLKA Z OGRANICZONA ODPOWIEDZIALNOSCIA (PL), AIFORLIVES GMBH (DE), RAZVOJNA AGENCIJA SISACKO (HR), SPORTIDEALISTEN (SE), and EAS (MT). EAS is represented by Mojca Doupona and Laura Capranica.
The COMPATH Team aims to develop educational resources that will help the youth sportspersons (16-25 years of age) with skills and competencies on sport innovation and technologies under two categories :

The project’s objectives directly address the target group of EAS and our network will be actively involved in the pilot implementation phase of the project and will lead to the dissemination of project outputs at the level of sportspersons, sports organizations, and academic institutions in Europe.
During the meeting, the roles and responsibilities of the Partners were agreed, and the timeline was refined and approved. The different expertise of the Partners was highly appreciated considering the ambitious outcomes of the project.

On June 30, 2022, the University of Limerick – Ireland (coordinator) organized the third online meeting of the ERASMUS+ Collaborative Partnership “BRAnd Values Alignment through Dual Career (BRAVA-DC, 622824-EPP-1-2020-1-IE-SPO-SCP), which involves as Partners the University of Rome3 – Italy, the University of Ljubljana – Slovenia, The European Platform for Sport Innovation (EPSI) – Belgium, The Elite Sport Academy Aarhus (ESAA) – Denmark, The Human Age Institute Foundation (FHAI) – Italy, The University of Niš – Serbia, The European University Sports Association Institute (EUSA) – Slovenia, and the European Athlete as Student Network – Malta).
In considering that BRAVA-DC focuses on the enhancement of a dual career of employee-athletes and employee-sportspersons (e.g., coaches, referees, physical trainers, and sports managers) in business-oriented companies, in the past months a solid eminence-knowledge was collected from 22 semi-structured interviews and five national focus groups. This precious information shed a light on the actual dual career in the workplace, and it helped to foresee suggestions on how to facilitate appropriate Dual Career brand alignment strategies and Corporate Social Responsibility (CSR) policies. At present, a list of 50 statements has been identified, which is currently under an evaluation of dual career experts who are going to grade them for clarity. In the next months, a concept mapping methodology will be used to identify the most relevant and feasible aspects to develop a European framework and guidelines for DC.

On June 21 the seventh virtual EAS cafè focused on the dual career of paralympic athletes, which attracted more than 50 participants. Prof. Alejandro Leiva-Arcas, Deputy Director of the Faculty of Sport at UCAM moderated the event and presented the aims and progress of the ERASMUS+ project Dual Career of Student-Athletes with Disabilities as a Tool for Social Inclusion (Para-Limits, 622213-EPP-1-2020-1-ES-SPO-SCP) coordinated by the Catholic University of Murcia (UCAM), Spain, in cooperation with University Foro Italico of Rome (IT), UNEFS (RO), IPV (PT), University of Limerick (IE), COLLINN (NO), EAS Network (MT), the European Paralympic Committee (AT) and the FUNDACION ONCE (ES).
As the first speaker, Lisa Gjessing presented her experience as a taekwondo athlete who underwent the amputation of her left arm. As a legal prosecutor for the Danish police and mother, Lisa described the opportunities provided by the paralympic sport and her challenges in managing her family life, and sport and working careers. She informed that Team Denmark and ESAA offer the same support to Olympic and Paralympic athletes, as well as sponsorships and working flexibility. Furthermore, in case the para-athlete decides to reduce the working hours, her/his salary is maintained with integration from the sports organization. Despite this favourable environment, the para-athlete has to make choices to establish priorities and to manage changes in their programme, especially to manage the parental role.
A different perspective was provided by the Italian Flatwater Sprint Paracanoe Kayaker and Paralympic medallist in Tokyo, Federico Mancarella. Having experienced a disability from his birth, Federico started being engaged in the sport when he was a student. Considering that canoeing requires expensive equipment and long travelling to reach the training and competitive sites, the parents often represent the only support providers. Furthermore, the working sector lacks a dual career culture, so the athletes have to consider dropping out of sports or their working career, which was actually his situation when he fired himself to prepare for the Tokyo Paralympics. Furthermore, parasports do not attract sponsorships because of limited media attention. Federico also envisaged some solutions, including working flexibility, economic support from the public and private sectors, and structured support.
In summarizing the major themes discussed during the Cafè, Prof. Alejandro Leiva-Arcas underlined that the Para-limits project will indicate guidelines for the advancement of dual career policies for paralympic athletes, as well as the need to educate tutors for this special population. On June 16-17, 2022, the EAS President Laura Capranica, the EAS Treasurer Mojca Dupona, and several EAS Members and Project partners attended the 2022 EU Sport Forum “European Sport: fair, inclusive and fit for a sustainable future” in Lille, France. Organized by the European Commission in cooperation with the French Presidency of the Council of the European Union, the event attracted around 400 policy makers from the Member States, sport bodies, and European networks willing to exchange views on the actual and future policies based on the principles of the European sports model.
Ms Mariya Gabriel (European Commissioner for Innovation, Research, Culture, Education and Youth) opened the Forum, followed by the speeches of Mr Vadym Huttsait (Minister of Youth and Sports of Ukraine) and Mr Sergey Bubka (unforgettable pole vault champion and actual President of the National Olympic Committee of Ukraine), who received a standing ovation as a sign of solidarity.
During the first day, the new HealthyLifeStyle4All pledges were signed and two high-level panel sessions were organized to discuss the ‘European Sport: Fair, inclusive and fit for the future (Moderated by Commissioner Gabriel) and the ‘Sustainable sport: Delivering on the European Green Deal and the New European Bauhaus’ (Moderated by Mr Brian Maguire). Participants were also presented the Métropole Européenne de Lille (MEL) for the Olympic and Paralympic Games 2024 & Rugby World Cup 2023.
During the second day, the agenda included four parallel sessions (e.g., key principles and values of a European Sport Model; Empowering athletes; Drive equality, diversity & inclusion in sport; The role of sport in defending and promoting European fundamental values). During the session dedicated to the empowerment of the athletes, particular emphasis was placed on the relevant outcomes of the dual career ERASMUS+ projects focused on basketball (Time-out), dual career service providers (STARTING11), and parenting dual career athletes (EMPATIA). Furthermore, during her involvement as a panellist in the session on the European values of sports, Prof. Mojca Doupona (EAS Treasurer and General Director of Slovenia) underlined the need to support the holistic development of athletes combining sports and education/work careers. Towards the end of the event, presentations on the European Commission’s initiatives on sport & Erasmus+ by Mrs Floor van Houdt (Head of the Sport Unit, DG EAC, European Commission) and Mr Luciano Di Fonzo (Deputy Head of Erasmus Mundus, Sport, European Education and Culture Executive Agency), on the role of school sport for empowering youth by Mr Laurent Petrynka (President of the International School Sport Federation), and feedback from the participants to the HealthyLifeStyle4All Youth Ideas Labs were offered. In particular, the Youth Ideas Labs is a new initiative launched for the European Year of Youth with delegates nominated by 5 organizations (ENGSO Youth, Erasmus Students Network – ESN, European Solidarity Network, European University Sports Association – EUSA, and Marie Curie Alumni).
Mr Filip Neusser (President of the National Sport Agency of the Czech Republic) and Mrs Viviane Hoffmann (Deputy Director General of DG EAC of the European Commission) provided the closing remarks.

On June 13 and 14, 2022, the annual meeting of the Enlarged Partial Agreement on Sport (EPAS) Governing Board and the meeting of the EPAS Consultative Committee were held in Strasbourg. The event was organized at the Council of Europe headquarters and included the celebrations of the 15th anniversary of EPAS as a body of the Council of Europe (COE).
During the first morning, the meeting of 29 Members of the EPAS Consultative Committee (CC) was organized to be informed on the annual activities of the CC organized online (Webinar on Physical Education and School Sports, and a Breakfast Roundtable on Women in Sport) and in a hybrid format (e.g., Diversity Conference on the human rights of intersex and transgender athletes, and Combating Hate Speech in Sport), elect the new Bureau, and envisage the upcoming activities of the Members. The meeting was opened by Mr Kolë Gjeloshaj (Chair of the Consultative Committee), Ms Sophie Kwasny (Head of the Sport Division and EPAS Executive Secretary) and Ms Irena Guidikovathe (Head of Inclusion and Anti-Discrimination Programmes). After thanking the contribution of the past CC Bureau, of which EAS was a second-term Member, the Elections of the new Consultative Committee Bureau took place. Mr. Kole Gjeloshaj (ISF) was re-elected as the Chair, Mr Mogens Kirkeby (ISCA) as Vice-Chair, and Ms. Charlotte Girard-Fabre (IFSO), Ms. Pauline Johanet (Peace and Sport), Mr. Janez Sodrznik (TAFISA), and Ms. Baiba Veisa (EFPM) as members, with Ms Emily Shaw (UEFA) as the Gender Equality Rapporteur. In congratulating the new CC Bureau the Members renewed their availability to provide advices for the decisions of the EPAS Governing Board and to contribute to the organization of EPAS events. The CC Members warmly thanked Mr. Michael Trinker for his precious support to the activities of the CC and wished him all the best for his future position.
Mr. Alexandre Husting (Luxembourg) chaired the joint meeting of EPAS Governing Board and Consultative Committee in the afternoon. Mirroring the EPAS Ethical, Inclusive and Safe Sport values, reports on the finalized projects were provided and future initiatives, statutory meetings, events, policy developments, and conventions were discussed. EAS President Laura Capranica presented the need to consider the dual career of Paralympic athletes as well as the challenges of sportspersons struggling to combine their sport and working careers.
In the evening, the Members participated in the special reception to celebrate the 15th anniversary of EPAS in the presence of Mr. Bjørn Berge, Deputy Secretary General of the Council of Europe. A special mention highlighted the 14-year commitment of Mr. Stanislas Frossard as Head of the Secretariat of EPAS, recently elected as the Chair of the Council of Europe’s Staff Committee.
The last day was dedicated to the reports of the past and present projects and to the activities of the CC Members. President Laura Capranica invited the participants to attend the Seventh Virtual Cafè of EAS to be held next June 21 at 12:00 CET, disseminated the information on the 2022 EAS Conference to be held in Cartagena (Spain) next September 28-30, and updated on the COST Action DE-PASS for the joint efforts of researchers and policy makers to uncover the determinants of physical activity .
Finally, the EPAS Members agreed to meet next October 2022 at the next Conference of Ministers responsible for sport to be held in Antalya, Turkey, and on June 2023 at the Annual Meeting in Strasbourg, France.
